Current list of non-tax-cooperative states
On 12 March 2019, the EU Council of Economics and Finance Ministers (ECOFIN) published its decision on the adaptation of the EU list of non-tax-cooperative states (so-called "black list"). The ECOFIN decision brings the total number of non-cooperative jurisdictions to 15 countries. The new list includes American Samoa, Aruba, Barbados, Belize, Bermuda, Dominica, Fiji, Guam, Marshall Islands, Oman, Samoa, Trinidad and Tobago, the U.S. Virgin Islands, the United Arab Emirates and Vanuatu.
The countries on the EU list of non-tax-cooperative states are subject to restrictions on EU financing and investment by the European Investment Bank. EU governments may choose to introduce their own sanctions against blacklisted countries.

By 11 December 2018 ECOFIN had announced the constructive, transparent and open cooperation with Liechtenstein, aimed at ensuring that the principles and all the criteria of the EU Code of Conduct on Business Taxation are applied. In this regard, the ECOFIN welcomed in particular the swift completion in 2018 of the legislative process to address the issues identified by the EU Code of Conduct Group. Consequently, by 2 October 2018, Liechtenstein had been deleted from the EU list of non-tax-cooperative states (Annex II of the conclusions). Since then Liechtenstein is part of the currently 45 countries complying with the EU requirements (as shown above in the graph).
